The appeal is dismissed and outline planning permission is refused for the erection of 28 new residential properties to include 6 affordable properties, vehicle turning and manoeuvring and landscaping on land at Castle End, Lea, Ross-On-Wye, Herefordhsire HR9 7JY. The Application Reference 141368 dated 6 May 2014 was refused by notice dated 21 April 2015. The appeal is made by Bell Homes Ltd against Herefordshire Council.
