The appeal is dismissed and outline planning permission has been refused for a proposed development which is describe as “A garden village comprising up to 13 open market and 8 affordable houses, including a community orchard and major new public open space” on land at Church Lane, Colden Common. The application Ref 16/00819/OUT, dated 17 April 2016, was refused by notice dated 30 June 2016. The appeal is made by Mr Richard Cutler (c/o Bloombridge LLP) against the decision of Winchester City Council.
