The development proposed is residential development of Forest Gate Farm, comprising
the demolition and removal of existing buildings, structures and contaminated land and
the provision of 25 dwellings and garages has been dismissed.
The main issues are:
• whether the development would be inappropriate development within the
Green Belt and whether it would harm its openness, having regard to the
Framework and policies in the Development Plan;
• whether the loss of employment floorspace would be acceptable; and
• whether the harm by reason of inappropriateness, and any other harm,
would be clearly outweighed by other considerations. If so, would this
amount to the very special circumstances required to justify the proposal.
