The appeal is allowed and the appearance, landscaping, layout and scale details, submitted pursuant to condition No 2 attached to planning permission Ref 3139/16/OPA granted on 22 February 2018, are approved in accordance with the application dated 21 August 2019 and the plans submitted with it, subject to the conditions set out at the end of this decision notice.
