Accordingly, for the reasons given above, the Secretary of State disagrees with the Inspector’s recommendation to allow the appeal and grant planning permission subject to conditions. He hereby dismisses your clients’ appeal and refuses outline planning permission for 120 dwellings, community facility/office space, care home and retail units, with primary access off the B2118 (London Road), in accordance with application No 12/01540/OUT dated 27 April 2012.
