The appeal is dismissed and outline planning permission for a residential development of up to 130 dwellings including means of access with all other matters reserved on land east of Halstead Road, Kirby Cross, Essex CO13 0LP in accordance with the terms of the application Ref 20/00002/OUT, dated 9 December 2019, is refused.
