The appeal is made by Enterpen Limited, SJS Potts Limited and Wooler Holdings Limited against the decision of Darlington Borough Council
The main issues are whether the proposal would (i) be in a suitable location for housing with regard to the effect on the character and appearance of the area;(ii) preserve or enhance the character or appearance of the Middleton One Row Conservation Area; (iii) the effect on highway safety; (iv) the effect on the living conditions of the occupiers of 8 Pinetree Grove (No 8) by way of outlook and light, and on the future occupiers of the proposal; and (v) biodiversity considerations.
