The appeal is allowed and outline planning permission is granted for up to 380 residential dwellings (Use Class C3, including up to 25% affordable housing), local centre with Children’s Day Nursery (Use Class D1), Convenience Store with up to 280 square metres of retail floor space (Use Class A1) and 60 bed care home (Use Class C2), new areas of formal and informal public open space to include allotments, community orchard, children’s play area, skate park and multiple use games area, introduction of structural planting and landscaping, surface water flood mitigation and attenuation and associated ancillary works, all matters to be reserved with the exception of two vehicular access points to be provided from The Balk, at Land North and East of Mayfields, The Balk, Pocklington, East Riding of Yorkshire in accordance with the terms of the application, 18/04097/STOUT is dated 14 December 2018 subject to the attached schedule of conditions.
