The application Ref 18/00994/FUL, dated 25th October 2018 was refused by notice dated 21st October 2019.
The appeal is made by Mr Paul Vickers, Entepen Ltd, SJS Potts Ltd against the decision of Darlington Borough Council.
The main issues are (i) the effect of the proposal on highway safety; (ii)whether it would be in a suitable location for housing with regard to the effecton the character and appearance of the area; (iii) the effect on the setting ofthe Sadberge Conservation Area; (iv) the effect on the living conditions of thefuture occupiers of the proposal by way of outlook, light, privacy and noise;and (v) biodiversity considerations.
