The appeal is allowed and outline planning permission is granted for the erection of up to 40 dwellings with all matters reserved except for access at land south of Rush Lane, Elsenham CM22 6TF in accordance with the terms of the application, Ref UTT/19/0437/OP, dated 18 January 2019, subject to the conditions set out at the end of this decision.
