The appeal is allowed and outline planning permission is granted for access only from Whittingham Lane (all other matters reserved) for the erection of a care home (up to 4,700 sqm), a community building (up to 400 sqm), residential development (up to 167dwellings) and land reserved for primary school with associated works to include landscaping and green infrastructure on land to the south of Whittingham Lane and west of James Towers Way, Broughton, Preston in accordance with the terms of the application, Ref 06/ 2025/0519, subject to the conditions.
