The proposed development of up to 200 houses alongside a Health Centre, Doctor’s Surgrey, retail outlets & office/employment space has been dismissed.

I consider that the main issues in this case are:
• The effect of the proposal on the character and appearance of the area, the setting of the village and the Mendip Hills Area of Outstanding Natural Beauty (AONB);
• Whether the proposal would comply with planning policy which seeks to steer new development away from areas at the highest risk of flooding;
• The effect of the proposal on the natural environment of the appeal site and surrounding areas, including the presence of protected species; and
• Whether the appeal site represents an appropriate location for housing having regard to national and local policies.

The application Ref 17/P/5545/OUT, dated 15 December 2017, was refused by notice dated 17 September 2018.

The appeal is allowed and planning permission is granted for an outline application with all matters reserved, other than strategic access points onto the public highway, for the erection of up to 485 dwellings, up to 2 hectares of employment land (A2/A3/B1/B2; B8; D1 uses), with associated public open space and infrastructure at land to the south of Long Road Mistley, in accordance with the terms of application ref 17/01181/OUT dated 17 July 2017, subject to the conditions set out in the schedule attached to this decision.

The development proposed is described as an ‘outline application for 35 two storey dwellings with access road, with access, site layout and dwelling locations committed and detailed design and appearance and landscaping reserved has been dismissed.

The main issue in this case is the effect of the proposed development upon the character and appearance of the area, including any effect upon the setting of designated heritage assets.

The appeal is made by Mr S Proctor, Hickman Farm Partnership against the decision of Fenland District Council.

The application Ref F/YR18/0573/O, dated 7 June 2018, was refused by notice dated 7 September 2018

The proposed development is described as residential development with access into the site included has been dismissed.

The main issue is the effect of the proposal on pedestrain and highway safety.

The appeal is made by Mr G Lloyd (Highstone Homes Ltd) against the decision of Kirklees Metropolitan Borough Council.

The application Ref 2019/60/90380/E, dated 7 February 2019, was refused by notice dated 26 April 2019.

The proposal is a hybrid application for:
– Land off Hyde Road – full planning permission is being sought for the erection of 17 dwellings including 2 x 2 bedroom bungalows, 3 x 2 bedroom houses, 6 x 3
bedroom houses, 4 x 4 bedroom houses and 2 x 5 bedroom houses
– Land at Long Sutton Primary School – installation of new Multi Use Games Area(MUGA), visitor/staff/tennis court parking and coach layby
– Hesters View – outline planning permission (all matters reserved except for access)for the erection of 8 affordable dwellings (2 x 2 bed and 6 x 3 bed)

The appeal has been dismissed.

The appeal is made by the Headmaster, Lord Wandsworth College against the decision of Hart District Council.

The application Ref 18/02670/FUL, dated 19 November 2018, was refused by notice dated 20 March 2019.

The appeal is allowed and planning permission is granted for residential development of 39 flats and houses with associated landscaping, open space,parking and vehicular access at Land Off Anne’s Walk, Caterham CR3 5EL in accordance with the terms of the application Ref TA/2018/2445, dated 7 December 2018, subject to the conditions in the attached schedule.

The development proposed of the demolition of existing buildings & erection of a block of 46 sheltered apartments for the elderly (comprising 22 x 1-bedroom apartments and 24 x2-bedroom apartments age restricted to 60 years and over), with associated access,electric buggy/cycle stores and refuse bin store and 32 parking spaces has been dismissed.

The appeal is made by Renaissance Retirement Ltd against the decision of Arun District Council.

The application Ref AB/36/18/PL, dated 30 March 2018, was refused by notice dated 30 Nov 2018.

The appeal is allowed and planning permission is granted for the demolition of existing factory building and office, and construction of 22 No. dwellings with associated landscaping at the Former Go Cold Building, Station Yard, High Street, Meldreth SG8 6JR, in accordance with the terms of the application, RefS/1502/17/FL, dated 21 April 2017 subject to the conditions set out in the schedule to this decision notice.

The proposed development of the erection of 13 dwellinghouses and associated development has been dismissed.

The main issues are the effect of the development on the character and appearance of the area,  the effect of the proposed access and footway on highway safety with particular reference to visibility at the junction with the public highway and the safety of pedestrians. Also whether the proposal makes appropriate provision for affordable housing.

The appeal is made by Mr Mike Sugden of Cambridge & County Developments against the decision of Uttlesford District Council.

The application Ref UTT/18/3369/FUL, dated 30 November 2018, was refused by notice dated 28 June 2019.

The proposed development of outline planning permission for up to 40 dwellings with associated access, landscaping, open space and drainage infrastructure has been dismissed.

The main issue is whether the housing would be appropriately located taking into account the scale of the development, and the effect it would have on the character and appearance of the area.

The appeal is made by Richborough Estates Ltd against the decision of Harborough District Council.

The application Ref18/01818/OUT, dated 24 October 2018, was refused by notice dated 15 January 2019
