The appeal is allowed and planning permission is granted for 18 dwellings (useclass C3), vehicular access, public open space, sustainable drainage systems structural landscaping and infrastructure at Land at Pound Hill, Little Dunmow, in accordance with the terms of the application, Ref: UTT/18/0440/OP, dated 6 February 2018, subject to the conditions set out in the attached schedule.
Land North of Summertown, East Hanney
The appeal is allowed, and the reserved matters are approved, namely appearance, landscaping, layout and scale details submitted in pursuance of condition No 2 attached to outline planning permission Ref P15/V0343/O dated 3 May 2016, subject to the conditions set out in the attached schedule.
Land west of Cambridge Road, Melbourn, Cambs
The proposed development is for outline planning permission for the erection of up to 160 residential dwellings, including affordable housing provision, public open space and associated access, infrastructure and landscaping. This has been dismissed.

Waverley Folly, St Georges Road, Badshot Lea
The appeal is allowed and outline planning permission is granted for residential development including details of access and associated works at Waverley Folly, St Georges Road, Badshot Lea GU9 9NT in accordance with the terms of the application, Ref WA/2018/0545, dated 9 March 2018, subject to the conditions in the attached schedule
The Fencing Centre, Peck’s Hill, Nazeing, Essex
The proposed development is demolition of all existing structures and complete site clearance followed by residential redevelopment with 33 dwellings, closure of existing access and creation of a new access point onto Peck’s Hill has been dismissed.
The main issues are:
a) whether the proposal would be inappropriate development in the Green Belt, having regard to the National Planning Policy Framework (the Framework) and any relevant development plan policies
b) the effect of the proposed development on the openness of the Green Belt
c) the effect of the proposal on the Epping Forest Special Area of Conservation (SAC)
d) provision of affordable housing
e)provision of early years childcare and primary education facilities, and
f) would any harm by reason of inappropriateness and any other harm, if so found, be clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify it.
Land off St Andrews Road, Halstead, Essex
The proposed development described as ‘development on land for residential and community use – erection of up to 73 dwellings comprising 32 houses and 41 apartments, with associated car parking, amenity spaces and external works has been dismissed.
The main issues are whether or not the
proposal would:
• preserve or enhance heritage assets, including the Halstead Conservation Area, the setting of nearby listed buildings and the locally important World War II Air Raid Shelters;
• provide safe and suitable access to and from the site for all users;
• provide a suitable level of affordable housing and public open space at the site; and
• make an appropriate contribution to local infrastructure and services.
Land North of Frog Street, Bampton, Devon
The proposed development is described as ‘outline application for residential development for up to 37 dwellings with associated vehicular and pedestrian access on Land North of Frog Street has been dismissed.
The main issues to be:
• the effect of the proposal on the character and appearance of the area; and,
• the suitability of the site for housing, having regard to local policy for the
delivery of housing and employment.
Land adjacent to 125 Greenaway Lane, Warsash, Fareham
The proposed development is described as an outline application with all matters reserved (except for access) for the construction of up to 100 residential dwellings,access from Greenaway Lane, landscaping, open space and associated works has been dismissed.
The main issues are:
•the effect of the development on European sites with regard to (a) nutrients,(b) recreational disturbance and (c) air pollution; and the effect of the development on the delivery of development on adjoining
sites.
Land at 110 Calvert Lane, Kingston upon Hull
The proposed development of construction of 50 dwellings with associated access road has been dismissed.
The effect of the proposed development on the provision of open space in Hull, on the integrity of the Green Network and on the value of the appeal site for habitats, protected species and biodiversity;
•Whether the proposed development would achieve a high quality standard of design, with particular regard to its internal layout, its effect on the local street scene and its consistency with relevant local and national policies;
•The effect of the proposed development on the living conditions of the occupiers of adjoining properties and of future residents of the site, with particular regard to outlook and privacy; and
• Whether the proposal satisfies the sequential and exceptions tests having regard to its flood zone location and the relevant local and national policies.
Land south of South Street, East Hoathly, East Sussex
The proposed development is described as ‘outline planning application for residential development of up to 74 residential dwellings has been dismissed.
The main issues are therefore,
• whether the principle of residential development is acceptable having regard to local planning policy,
• the in-combination effects of the proposal on the Ashdown Forest, designated as Special Protection Area (SPA) and Special Area of Conservation (SAC), and Lewes Downs SAC, and
• the effect of the proposal on biodiversity.
