The appeal is allowed. Planning permission is granted for the provision of 19 no. 1 bedroom apartments, car parking, external works and landscaping, at All Saints Garage, 127-137 Birmingham Road, Bromsgrove B61 0DN, in accordance with the terms of the application 18/01123/FUL dated 4 September 2018, and subject to the CIL compliant elements of the submitted Unilateral Agreement and the attached schedule of conditions.
Land north of Church Road, Bacton, Stowmarket, Suffolk
The appeal is allowed and planning permission is granted for an outline planning application (all matters reserved except access) for development of upto 81 dwellings at land north of Church Road, Bacton, Stowmarket, Suffolk in accordance with the terms of the application, Ref DC/17/05423, dated 26 October 2017, subject to the conditions set out in the schedule to this decision.
Land to the south west of Strand Meadow, Burwash, East Sussex
The proposed development described as the ‘erection of 30 dwellings together with access, parking and open space has been dismissed.
The appellant’s final comments were accompanied by a planning obligation in the form of legal agreement entered into by the landowners, appellant and Council. This has addressed the Council’s second reason for refusal. Accordingly, the remaining main issues in this appeal are:
•The effect on the character and appearance of the area including whether it would conserve or enhance the High Weald Area of Outstanding Natural Beauty (AONB); and
•Whether the proposal would provide adequate living conditions for future occupants with particular reference to access and light.

The proposed development described as the demolition of existing dwelling house. Erection of 14 x apartments with associated access, parking, cycle and bin stores as well as garden amenities has been dismissed.
The main issues are the effect on highway safety and the free flow of traffic and the effect on the character and appearance of the area.

The appeal is allowed and outline planning permission is granted for residential development of up to 13 no. dwellings and associated infrastructure with access for approval and appearance, landscaping, layout and scale reserved for subsequent approval at Land off Station Close, Congresbury BS49 5EE in accordance with the terms of the application, Ref 18/P/2532/OUT, dated 26February 2018 subject to the conditions set out in the attached Schedule.

The appeal is allowed and planning permission is granted to demolish No. 61 and No.63 More Lane and replace them with flats of mixed sizes over 3 storeys; the scheme proposes parking and associated landscaping with consideration to the existing access and landscape at 61 More Lane, Esher KT10 8AR in accordance with the terms of the application Ref 2017/0401,dated 9 November 2017 subject to the conditions set out in the schedule to this decision.
Car Boot Land adjacent Pinston House, Roman Road, Hereford
The proposed development is a small housing development of 41 dwellings to include a mixture of low cost/social housing.

The appeal is allowed and outline planning permission is granted for the demolition of existing buildings, 1 replacement farmhouse, the erection of 11 bungalows, access, parking and amenity space at Croft Farm, Stone Road, Hill Chorlton, Newcastle Under Lyme ST5 5DR in accordance with the terms of the application, Ref 18/00507/OUT, dated 1 July 2018, subject to the conditions contained within the Schedule attached to this Decision.
Springfield and Westgate Nursery, Crouch Lane, Goffs Oak
The proposed development of outline planning application for the demolition of buildings and provision of up to 17 residential self-build plots has been dismissed.
The main issues are;
•Whether the proposal would be inappropriate development in the Green Belt;
•The effect on the openness and purposes of the Green Belt;
•Whether the surface water drainage arrangements are acceptable;
•Whether the proposal would make adequate provision for affordable housing;
•If the proposal would be inappropriate development, whether the harm to the Green Belt, by reason of inappropriateness, and any other harm,is clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify it?
