The proposed development of up to 300 residential dwellings with access and associated works has been dismissed. The main issues in the appeal are as follows:

▪ the proposed development’s effects on the character and appearance of the area, with particular regard to Horwich’s landscape setting;
▪ the effects on the setting of the Wallsuches Conservation Area;
▪ the effects on the local highway network and traffic congestion;
▪ whether the development would be premature in relation to any emerging plans or policies;
▪ and whether the development would be capable of contributing to the Borough’s housing supply within a reasonable timescale.

The appeal is dismissed, and the grant of outline planning permission refused for the erection of up to 97 dwellings with public open space, landscaping and sustainable drainage system (SuDS) and vehicular access point from Colchester Road.

The development for up to 12 self-build/ custom build plots has been dismissed.

The main issues are:
•Whether or not, having regard to the development plan and national planning policy, the appeal site is an appropriate location for residential development;
•The effect of the proposal on the character and appearance of the surrounding area; and

• Flood risk.

The appeal is allowed and planning permission is granted for residential development of 14 units including associated car parking and landscaping,retention of former farmhouse and demolition of outbuildings at Orchard Farm,25 Holgate, Thornton, L23 1TL in accordance with the terms of the application,Ref DC/2018/01568, dated 17 August 2018, subject to the conditions on the attached schedule.

The proposed development of the ‘erection of 26 dwellings including vehicular and pedestrian access has been dismissed.

The main issues are:
•The effect of the development proposed on the character and appearance of the area; with particular regard to the character of Natland Mill Beck Lane, the special interest of nearby Listed buildings and the area of Amenity Open Space;
•Other planning considerations, specifically housing land supply.

The development proposed is described as ‘outline planning application for the demolition of existing agricultural building and erection of up to 120 dwellings including 40% affordable housing, planting and landscaping, informal public open space, surface water flood attenuation, vehicular access point from Southfield Road and associated works. All matters reserved except for main vehicular access, has been dismissed.

The proposed development is a demolition of existing buildings and erection of 16 No dwellings with associated access, parking, landscape and other associated works, this has been dismissed. 

The main issues in the appeal are:
i)whether or not the proposed development would be inappropriate development in the Green Belt for the purposes of development plan policy and the National Planning Policy Framework (the Framework)including consideration of the effect of the proposal on the Green Beltand whether affordable housing requirements would be met;
ii)the effect of the proposal on the character and appearance of the area;
iii)whether or not there are other considerations weighing in favour of the proposal; and
iv)if the proposal would be inappropriate development, whether the harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify it.

The appeal is allowed and planning permission is granted for residential development with means of access into the site at land west of Beck Lane, Skegby, Nottinghamshire in accordance with the terms of the application, Ref: V/2016/0569, dated 8 September 2016, subject to the conditions set out in the schedule at the end of this decision.

The appeal is allowed and planning permission is granted for the erection of 14x 4 bedroom detached dwellings with garages, driveways, private gardens, bin stores, communal landscaping with pond feature and means of enclosure, a sustainable drainage system (SUDS), and a managed access open space /educational / ecological enhancement zone (with pond and dipping platform) /nature trail (with associated paths, viewing platforms and interpretation boards), all to be accessed from a new single point of access via Damfield Lane, at Land West Of Damfield Lane, Maghull, Merseyside L31 3EL, in accordance with the terms of the planning application Ref DC/2018/01681,dated 10 September 2018, and subject to the conditions in the attached schedule.

The proposed development of residential development has been dismissed. 

The main issues are:
•The effect of the proposal on the character and appearance of Stow Lane;and
•Affordable housing and infrastructure.
