The proposed development described as outline application for the demolition of existing buildings and the erection of 18 dwellings units with associated highway access, parking and landscaping has been dismissed.

The main issues are:
• the effect of the development on the character and appearance of the surrounding area, with particular regard to the South Devon AONB; and
• whether the development’s housing mix would be appropriate. 

The appeal is allowed and planning permission is granted for the erection of
26 dwellings with associated access, car and cycle parking, open space and
landscaping on land north of Impington Lane, Impington, Cambridge CB24 9NJ in
accordance with the terms of the application Ref S/1486/18/FL dated 11th April
2018, subject to the conditions contained in the attached Schedule. 

The proposed development of 15 dwellings (including seven affordable dwellings) with estate road and all associated works has been dismissed. 

Given the above, the main issues are:
• Whether the appeal site would be suitable for the development having regard to national and local planning policies on the location of residential development and accessibility to day-to-day facilities and services; and
• Whether the proposal would make necessary provision for affordable housing and infrastructure for public open space and secondary education.

Appeal A – The appeal is allowed and planning permission is granted for the erection of up to 1000 dwellings, a mixed use local centre, a site for a primary school and extension of Collingtree Park Golf Course, demolition of all existing buildings and structures within the site, new vehicular accesses off Windingbrook Lane and Rowtree Road in accordance with Application Reference N2013/1035 dated 2 October 2013. The appeal is made by Bovis Homes Ltd and Northampton Council.

Appeal B – The appeal is dismissed and outline  planning permission is refused for the erection of up to 380 dwellings served by a new access from Windingbrook Lane and the reconfiguration of part of the Collingtree Park Golf Course including a new temporary hole 17, demolition of all existing buildings and structures within the site. The Application Reference N2013/1063 dated 16 October 2013. The appeal is made by Bovis Homes Ltd against Northampton Council.

The proposed development is to demolish garden centre shop/office and erect building with 10no Affordable apartments has been dismissed.

The main issues are:
•Whether or not the development would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework(the Framework), including any relevant effects on the openness of the Green Belt, and with regard to any relevant development plan policies;
•The effect of the development on Upshire Conservation Area which is a heritage asset;
•The effect of the development on existing trees and the potential for future tree planting;
•The effect of the development on the Epping Forest Special Area of Conservation (the SAC); 

• If the development is inappropriate, whether or not any harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to the very special circumstances required to justify the proposal in accordance with the Framework.

The proposed development is lifehouse regeneration project comprising the erection of up to 200 dwellings, an 8 acre park, landscaping,access roads and associated infrastructure and ancillary works has been dismissed.

The appeal is made by Thorpe Hall Leisure Limited against the decision of Tendring District Council. Application Ref 17/01739/out dated 9th October 2017, was refused by notice dated 24 January 2018. 

The proposed development isa residential development to create 13 no. dwellings accessed from Back Gate, Ingleton.

The main issues are the effect of the proposal on (i) the character or appearance of the area, including on the setting of the Ingleton Conservation Area (ii) the setting of a listed building, Panwell Cottage; and (iii) flood risk and drainage.

The appeal is allowed and planning permission is granted for the erection of up to 28 dwellings in accordance with the terms of the application, RefDOV/16/01328, dated 15 November 2016, subject to the conditions set out in the schedule at the end of this decision.

The proposed development of residential development of up to 93 dwellings and associated infrastructure has been dismissed. 

The main issue is whether, having regard to the requirements of local and national planning policy for the delivery of housing, and the effect of the proposed development on the character and appearance of the area, the appeal site is an appropriate location for the development proposed.

The appeal is allowed and planning permission is granted for the demolition of the existing builders yard and the erection of 7 dwelling houses with associated road and landscaping at Builders Yard, New Farm, Cross Lane, Stoke on Trent ST7 8JQ, in accordance with the terms of the application, Ref 18/00122/FUL, dated 14 February 2018, subject to the conditions in the attached schedule.
