The development proposed is a residential development of up to 78 dwellings, together with sporting facilities, access, open spaces, allotments and associated service infrastructure has been dismissed.

I consider the main issues to be whether the site is an appropriate location for housing with regard to the development plan, the Framework and the emerging development plan and if not, whether a need for housing and/or other considerations would justify a grant of outline planning permission.

The development proposed is described as residential development has been dismissed. The main issue is the effect of the development on the character and appearance of the area and the countryside.

 The development proposed is described on the application form as the ‘demolition of existing building & redevelopment of site for commercial use at ground floor &residential use over 6 floors (7 x 1-bed; 6 x 2-bed & 5 x 3-bed flats) & communal space at 7th floor, together with associated landscaping and cycle parking – this has been dismissed.

Given the context above, and based on all that I have read and seen, the main issues are:

1. i. the effect of the proposal on the character and appearance of the area,
2. ii. whether or not the scheme would provide acceptable living conditions for future occupants,
3. iii. the effect of the proposal on the efficient operation of the surrounding highway network,
4. iv. whether or not appropriate provision is made for affordable housing, and
5. v. whether or not appropriate provision is made for carbon dioxide reduction associated with the development proposed

The development proposed is the regeneration of existing hotel site with the construction of a mixed use development consisting of 65 residential apartments and aA1/A3 shop/café facility with associated works to include parking provision, drainage and landscaping – this has been dismissed.

The main issue is whether the public benefits of the proposal would outweigh the less than substantial harm to significance of The Beacon, the demolition of a non-designated heritage asset (Carnmarth Hotel), as well as any adverse impacts upon the character or appearance of the area.

The proposed development described as ‘an outline application for the demolition of buildings and the erection of up to 39  no. Self-contained units for occupation by people over 55 years, with associated communal areas, parking and landscaping with access to be determined and details of layout, scale, appearance and landscaping reserved has been dismissed.

The application Ref PT17/5480/O dated 24 November 2017, was refused by notice dated 30 July 2018.

The proposed development of the residential development of up to 56 dwellings has been dismissed.

The main issues being, whether or not the proposal accords with planning policies for the location of housing development. Whether access to the development can be achieved for vehicles and pedestrians, without detriment to highway safety on Station Road.

Also the effect of the proposed development on the character and appearance of the area and in light of the findings on the above matters and the housing land supply position of the council, whether the proposal would constitute a sustainable form of development.

The proposed development of the erection of two four storey residential buildings, comprising 80 one and two bedroom flats, with car parking at undercroft and surface level, and communal private amenity space has been dismissed.

The effect of the proposed development on the supply of employment sites within the borough, and on the living conditions of future occupiers, with particular emphasis on outlook, light, noise and privacy. Whether or not the proposed development would be in an accessible location and in accordance with the Local development plan in terms of its spatial strategy. Also whether or not mitigation required to prevent harm to ancient woodland would be provided in an acceptable manner.

The proposed development is described as ‘outline planning application for up to 25 dwellings together with associated access improvements; creation of new vehicular access; hard/soft landscaping and drainage has been dismissed.

The reasons being are whether the site offers an acceptable location for the proposed development having regard to the council’s adopted settlement strategy and the effect of the proposal on the character and appearance of the surrounding area.

The appeal is allowed and planning permission is granted for the demolition of existing industrial buildings, vacant stabling and 5 bed residential apartment and the construction of 18 no. semi-detached family houses and 18 No.affordable houses with associated off-street car parking, private gardens and landscaping at Stoneshot Farm, Hoe Lane, Nazeing, Waltham Forest, EN9 2RWin accordance with the terms of the application, Ref EPF/3500/17, dated 21December 2017, subject to the conditions in the attached schedule.

The proposed development is outline planning application for residential development of up to 25 dwellings with associated car parking, landscaping, public open space and vehicular access from Burton Lane has been dismissed.

The main issues are firstly, whether the proposed housing would be in a suitable location having regard to local and national policies for sustainable development; secondly, whether the proposal makes adequate provision for affordable housing and for mitigating any adverse impact the scheme would have upon local services and infrastructure; thirdly, the effect of the proposal on the character and appearance of the area, having particular regard to the desirability of preserving the setting of the listed church and that of the Wymeswold Conservation Area; and fourthly, whether there are any other material considerations which would justify the scheme being determined other than in accordance with the development plan
