The main issue is whether the less than substantial harm to significance of the SCA would be outweighed by the public benefits of the development and if so, whether this harm and any other adverse impacts of the proposal, having particular regard to the effect upon the character and appearance of the North Dorset Limestone Ridge Landscape Character Area, including views across the Blackmore Vale, as well as the effect upon the living conditions of neighbouring residents, with particular regard to road traffic noise, light from traffic headlights and outlook, would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework taken as a whole
