The development proposed is the residential development of up to 10 dwellings with associated new vehicular access, car parking, associated infrastructure and landscaping following demolition of existing dwelling and outbuildings has been dismissed.

The main issues are therefore:

• the effect of the demolition of the building as a non-designated heritage asset;

• the effect of the proposed development on the character and appearance of the area;

• the effect of the proposed development on the living conditions of surrounding occupiers; and,

• whether the proposed development should include affordable housing.

 The development proposed was described as ‘the erection of up to 46 dwellings with associated parking, access, landscaping and surface water drainage (outline application considering access only) has been dismissed.

The main issues are:

•whether the proposal would be in a suitable location in terms of access to services and facilities;

• the effect of the proposed development on the character and appearance of the surrounding area;

• the effect of traffic and parking relating to the proposed dwellings on the safe and efficient operation of the highway network in the vicinity of the appeal site; and

• the effect of the proposed development on the Solent Coastal Special Protection Areas

The appeal is allowed and planning permission is granted for demolition ofbuilding and construction of 10 no. dwellings at the Doyle Centre, Norton Place,Exmouth EX8 2ND in accordance with the terms of applicationRef 16/2848/MFUL, dated 25 November 2016 and subject to the 12 conditionsin the attached Schedule

The development proposed of outline planning application for residential development comprising of the erection of 10no. new build 4-bedroom dwellings has been dismissed.

I consider the main issues to be: (i) whether the proposal would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework (the Framework) and any relevant development plan policies; (ii) the effect on the openness and the purposes of the Green Belt; (iii) the effect of the proposal on the character and appearance of the area; (iv) the effect of the proposal on highway safety; and (v) if the development is inappropriate, whether the harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal.

The proposed development of an extra care development comprising 40 individual apartments and associated communal and staff areas has been dismissed.

The main issues are:

(a) The effect of the proposed development on the character and appearance of the area with specific regard to:

(i) The historic significance of Harecombe Manor; and

(ii) The design of the replacement building;

(b) The effect of the proposed development on the living conditions of occupiers of neighbouring properties; and

(c) The overall heritage and planning balance in light of the above considerations.

The appeal is allowed and planning permission is granted for up to 290dwellings and the demolition of an existing dwelling at Land to the south of Selby Road, Garforth in accordance with the terms of the application, Ref 17/05759/OT, dated 31 August 2017, subject to the conditions contained in the attached Schedule.

The appeal is allowed and outline planning permission is granted for the erectionof 30 age restricted (55 years +) bungalow/chalet bungalow dwellings, warden’soffice/accommodation, community facilities, open space and footpath connectionat Land South of Cross Lanes, Lanstephen, Launceston, Cornwall, PL15 8JP inaccordance with the terms of the application, Ref PA17/08162, dated 25 August2017, subject to the conditions set out in the attached Schedule

The development proposed of 300 dwellings, GP practice & pharmacy, A1 convenience store, public greenspaces and associated infrastructure has been dismissed.

In Light of the above, the main issues are:

• (a) The extent to which the proposal would accord with the development plan and other planning policies;
• (b) Whether the development would be premature and prejudicial to plan-making;
• (c) Whether the highway junction between Rakehill Road and Station Road would operate safely following the development;
• (d) Whether the development would be suitably located in terms of accessibility to services and facilities.

The development proposed is demolition of the existing building and construction of 11 affordable ‘starter homes’ with associated parking, access and landscaping has been dismissed.

In light of the above points, and as the appeal site lies within the South EastDorset Green Belt, the main issues are:

i. Whether the appeal site should be considered as an affordable housing exception site;

ii. Whether the proposed development would be inappropriate development in the Green Belt, and its effect on the openness of the Green Belt;

iii. The effect of the proposed development on the character and appearance of the surrounding area; and

iv. Whether the proposed development would provide acceptable living conditions for future occupiers

The appeal is allowed and planning permission is granted for outline application for a proposed change of use of equestrian land to provide 10. no C3residential dwellings at land at Camberlot Stables, Camberlot Road, Upper Dicker BN27 3RG in accordance with the terms of the application, Ref WD/2016/1896/MAO, dated 29 July 2016, subject to the attached schedule of conditions.
