The appeal is allowed and planning permission is granted for the erection of 10 no. two and two and a half storey dwellings with associated access, parking, garaging, landscaping and all enabling works at land to the south of Oving Road, Whitchurch, Buckinghamshire HP22 4JF. Permission is granted in accordance with the terms of the application, Ref 17/01325/APP, dated 7 April 2017, subject to the conditions set out in the schedule to this decision letter.

The proposed development for a residential development of up to 30 dwellings, public open space, access and associated works has been dismissed. The main issue being whether the site is an appropriate location for housing, having particular regard to safeguarding the countryside and ensuring a viable and sustainable pattern of settlements; and, the effect on the character and appearance of the surrounding area.
Land off Charlotte Close, Hermitage, Berkshire
The proposed development of the erection of 36 dwellings and associated landscape and highway works has been dismissed because the appeal site is allocated for the development of approximately 15 dwellingsin the West Berkshire Council Housing Site Allocations Development PlanDocument (HSA DPD), which was adopted in 2017. It is common ground that the development plan is up to date, that the Council can demonstrate a five year supply of land for housing as required by the National Planning Policy Framework (the Framework), that the site lies in a valued landscape in terms of paragraph 170 of the Framework and that the ‘tilted balance’ set out in paragraph 11(d) of the Framework is not engaged. I have no reason to take a different view on these matters.
