The appeal is allowed and planning permission is granted for a hybrid planning application comprising: outline planning application (all matters reserved apart from access) for 5.44ha of land for approximately 103 dwellings, extension to Kingdom Hall for additional parking, 2,500 square metres of allotments, provision of school drop off with turning facilities including additional parking for allotments, in addition to footpath/cycle connection from Mountside Road to Lamellyn Road; and detailed application for 86 no residential dwellings with associated access roads, foot ways, parking, landscaping, drainage and open spaces on Land North of Mountlea Drive, Par PL24 2EL in accordance with the terms of the application, Ref.PA16/04955, dated 31 May 2016, subject to the conditions set out in Annex 1 to this decision.

The appeal is dismissed and outline planning permission has been refused for the erection of up to 24 dwellings on land east of Whitchurch Road, Aston, Nantwich. The application Ref: 16/3974N, dated 12 August 2016, was refused by notice dated 21 December 2016. The appeal is made by Cranford Estates against the decision of Cheshire East Council.

The appeal is dismissed and outline planning permission has been refused for the construction of up to 140 new dwellings with associated roads, pathways, ancillary refuse/ bicycle storage and car parking areas, amenity spaces, play spaces and landscaping, in accordance with application ref:15/07870/OUT dated 6 October 2015. The appeal is made by Molins PLC against Wycombe District Council.

 The appeal is dismissed and outline planning permission has been refused for the  development, refurbishment and extension to the existing telephone exchange building and the construction of two number part three, part four storey pavilion buildings to the rear to provide a total of 95 one and two bedroom flats, with 93 on site car parking spaces, on land at 2-4 Moy Avenue, Eastbourne. The application Ref PC/160929, dated 9 August 2016, was refused by notice dated 17 November 2016. The appeal is made by Mr Lacey of Moy Court Limited against the decision of Eastbourne Borough Council.

The appeal is dismissed and outline planning permission has been refused for the erection of  development of a  residential development including demolition of 70 and 72 Brown Edge Road. Buxton. The application Ref HPK/2015/0471, dated 21 August 2015, was refused by notice dated 23 February 2016. The appeal is made by Ms Markella Mikkelson & Mr Glenn Armstrong (Glenmark Trading Ltd) against the decision of High Peak Borough Council.

The appeal is dismissed and outline planning permission has been refused for the proposed development described on the application form as “change of use from agriculture to residential (C3 use)”, on land south east of North Bitchburn. The application Ref DM/16/03590/OUT, dated 10 November 2016, was refused by notice dated 20 January 2017. The appeal is made by Mr Jon Tweddell against the decision of Durham County Council.

The appeal is allowed and outline planning permission is granted for 13 1.dwellings with access off Mill Lane including 5 affordable homes at Land off Mill Lane, Bulkeley SY14 8BL in accordance with the terms of the application, Ref 16/6202N, dated 22 December 2016, subject to the conditions contained in the attached Schedule. The appeal is made by Mr M Schofield against the decision of Cheshire East Council
