The appeal is allowed and planning permission is granted for an outline application for cross-subsidy residential development comprising 42 dwellings (landscaping reserved) at Goldmartin Field, Off Sampys Hill, Mawnan Smith, Falmouth in accordance with the terms of the application, Ref PA13/10163, dated 31 October 2013, subject to the conditions in the schedule attached. The appeal is made by Westcountry Land Ltd. against the decision of Cornwall Council.

The appeal is dosmissed and outline planning permission is refused for the erection of dwellings including estate roads and associated infrastructure at James Bond Caravan Site, Moorbarns Lane, Lutterworth, Leicestershire, LE17 4QJ. The application ref: 13/01906/OUT, dated 24 December 2013 was refused by notice dated 12 March 2014. The appeal is made by Mr and Mrs J & P Bond and Jayne Commercial Ltd against the decision of Harborough District Council.

The appeal is dismissed and outline planning permission refused for for the erection of 11 dwellings at Land south of 75 Herne Road, Ramsey St Mary’s, Huntingdon, Cambridgeshire PE26 2SR. The application Ref 1301961OUT, dated 03 December 2013, was refused by notice dated 26 February 2014. The appeal is made by Legrant Building Services against the decision of Huntingdonshire District Council.

The appeal is allowed and planning permission is granted for up to 70 dwellings and associated works at land South of Holmes Chapel Road, Congleton, CW12 4QB in accordance with the terms of the application, Ref: 14/0134/C, dated 20/12/13 subject to the conditions set out in the attached annex. The appeal is made by Hourigan Connolly against Cheshire East Council.

Accordingly, for the reasons given, the Secretary of State agrees with the Inspector’s recommendation. He hereby is minded to allow the appeal and grant outline planning permission for the development of up to 430 residential units, local centre comprising retail space of up to 240 m2 and a community centre, care home of up to 60 bedspaces, specialist care home of up to 60 bedspaces and a park and change facility, together with associated areas of open space (formal and informal), cycleways, footpaths and infrastructure, safeguarded vehicular route to Langaton Lane, served off new access from the highway (B3181), at Land at Pinn Court Farm, Pinn Hill, Exeter, EX 3TG in accordance with application ref:12/0795/MOUT, dated 20 March 2012, subject to the conditions set out at Annex B. The appeal is made by Millwood Homes (Devon) Ltd aginst the decision of East Devon District Council.

The appeal is allowed and planning permission is granted for 18 no. dwellings (8 no. for the over 55 age range, 7 no. affordable and 3 no. open market dwellings) with landscaping and associated infrastructure at Land at Penstones Farm, Horsecroft, Stanford in the Vale SN7 8LL in accordance with the terms of the application, Ref P14/V0080/FUL, dated 13 January 2014, and the plans submitted with it, subject to the conditions in the attached schedule. The appeal is made by Blue Cedar Homes against the decision of Vale of White Horse District Council

THe appeal is dismisse and planning permission is refused for the development of 50 new dwellings of which 18 will be affordable (36% affordable housing provision) at Land at William’s Mead, Bartestree, Herefordshire. The application Ref P132536/F, dated 1 October 2014, was refused by notice dated 12 March 2014. The appeal is made by Mr J Rowson against the decision of Herefordshire Council.

THe appeal is dismissed and planning permission refused for the erection of 10 dwellings with associated car parking and landscaping together with public open space and footpath at Land at Under the Hill (aka Barnfield), High Street, Selborne, Hampshire GU34 3LG. The application Ref SDNP/14/00079/FUL, dated 8 January 2014, was refused by notice dated 16 May 2014. The appeal is made by Village Green PLC against the decision of South Downs National Park Authority.

The appeal is dismissed and outline planning permission refused for up to 210 dwellings including associated site access, public open space and landscaping at Agricultural land to both the north and south of Mans Hill, Burghfield Common, Reading, Berkshire. The application Ref 14/00962/OUTMAJ, dated 11 April 2014, was refused by notice dated 31 July 2014. The appeal is made by Gladman Developments Ltd against the decision of West Berkshire Council.

The appeal is dismissed and outline planning permission is refused for the erection of up to 60 no. dwellings (net increase of 59 dwellings) and associated parking; vehicular access from St Margarets Drive, Alderton; provision of open space; the construction of highways through the site and associated engineering works, including the creation of an attenuation pond. The proposals include the demolition of an existing dwelling (16 St Margarets Drive). The application Ref 13/00734/OUT, dated 6 August 2013, was refused by notice dated 29 April 2014. The appeal is made by Freeman Homes against the decision of Tewkesbury Borough Council.
