The appeal is dismissed insofar as it relates to the 12 apartments. The appeal is allowed insofar as it relates to the redevelopment for 100% affordable housing comprising 20 No. houses and planning permission is granted for redevelopment
for 100% affordable housing comprising 20 No. houses at the Former Slimma Fashions Factory, Barngate Street, Leek, ST13 8AP in accordance with the terms of the application, Ref 13/00462/FUL_MJ, dated 3 May 2013, and the plans submitted with it, so far as relevant to that part of the development hereby permitted and subject to the conditions in the attached schedule.
Land to the South-West of Barrow and West of Whalley Road, Barrow, Lancashire
Accordingly, the Secretary of State agrees with the Inspector’s recommendation. He hereby allows the client’s appeal and grants outline planning permission for residential development of up to 504 dwellings (falling within Use Class C3), including affordable housing, with three new vehicular and pedestrian accesses onto Whalley Road, on-site landscaping, formal and informal open space and associated infrastructure works including a new foul water pumping station, in accordance with application ref 3/2012/0630/P dated 13 July 2012, subject to the conditions listed at Annex B of this letter.
Wheathill Garden Centre, Wheathill Lane, Milborne Port, Sherborne, Dorset
The appeal is allowed and outline planning permission is granted for the demolition of the existing buildings, residential development of land and formation of new vehicular and pedestrian access at Wheathill Garden Centre, Wheathill Lane, Milborne Port, Sherborne DT9 5EY in accordance with the terms of the application, Ref 13/02559/OUT, dated 21 June 2013, subject to the conditions in the schedule at the end of this decision.

Accordingly, for the reasons given, the Secretary of State agrees with the Inspector’s recommendations. He hereby allows the clients’ appeals and grants planning permission for:
Appeal A: a maximum of 250 dwellings, access, green infrastructure, a relief road, balancing ponds, public open space and demolition of barns, in accordance with amended application ref: P/12/2005/2, dated 20 September 20112; and

Elworth Hall Farm, Dean Close, Sandbach, Cheshire
The appeal is allowed and planning permission is granted for the erection of 94 dwellings together with associated works, including the creation of approximately 10 hectares of open space and recreation land (phase 2), and the amendment of Plots 16 and 17 previously approved under reference 10/2006C (Phase 1) at Elworth Hall Farm, Dean Close, Sandbach, Cheshire, CW11 1YG in accordance with the terms of the application, Ref 12/2426C, dated 20 June 2012, and the plans submitted with it, subject to the conditions in the attached schedule.
Land at Trentham Lakes, Stanley Matthews Way, Stoke-on-Trent
The appeal is allowed and outline planning permission is granted for residential development comprising up to 300 dwellings, access from Stanley Matthews Way, associated drainage, landscaping and open space on land at Trentham Lakes, Stanley Matthews Way, Stoke-on-Trent in accordance with the terms of the application, Ref. 53413/OUT, dated 15 March 2012, subject to the conditions in Appendix 1.
Land at Kennel Farm, Basingstoke
The appeal is allowed and outline planning permission is granted for up to 310 residential units comprising 1, 2, 3, 4 & 5 bedroom units (including affordable housing); new access from Winchester Road (A30); a new pedestrian link from Winchester Road; internal access roads; with open space and landscaping at Land at Kennel Farm, Basingstoke in accordance with the terms of the application, Ref BDB/77382, dated 9th December 2012, subject to the conditions included in the attached Annex.
Land off Dowling Drive, Pershore, Worcestershire
The appeal is allowed and planning permission is granted for 22 dwellings plus associated works at Land off Dowling Drive, Pershore, Worcestershire WR10 3EF in accordance with the terms of the application, Ref W13/01298/PN, dated 7 June 2013, subject to the condition set out in the attached Schedule.
Land south of Knockhall Road, Greenhithe
The appeal is allowed and planning permission is granted for redevelopment of the site to comprise up to 40 residential dwellings, provision of public open space, parking, access and landscaping. Retention of the bowling green and relocation and enhancement of bowling club facilities and car parking at land south of Knockhall Road, Greenhithe in accordance with the terms of the application, Ref DA/12/01325/OUT, dated 2 November 2012, and the plans submitted with it, subject to the conditions in the attached schedule.
