The proposed development described as the demolition of offices and erection of new passive development of 33 flats with underground parking has been dismissed.

for affordable housing, with reference to the relevant provisions of local

• If the development would be inappropriate development, whether the
harm by reason of inappropriateness, and any other harm, is clearly
outweighed by other considerations, so as to amount to the very special
circumstances necessary to justify the development.
