The appeal is allowed and outline planning permission is granted for the construction of up to 72 homes, including a new and an amended junction with Allington Lane, new pedestrian links and the reconfiguration of the existing Church car park at St Swithun Wells Church and adjacent land in accordance with the terms of the application, Ref O/13/72471, dated 1 May 2013 and the plans submitted with it, subject to the conditions set out in the Schedule of Conditions at the end of this Decision, before the list of appearances.
