The proposed development is demolition of all existing structures and complete site clearance followed by residential redevelopment with 33 dwellings, closure of existing access and creation of a new access point onto Peck’s Hill has been dismissed.
The main issues are:
a) whether the proposal would be inappropriate development in the Green Belt, having regard to the National Planning Policy Framework (the Framework) and any relevant development plan policies
b) the effect of the proposed development on the openness of the Green Belt
c) the effect of the proposal on the Epping Forest Special Area of Conservation (SAC)
d) provision of affordable housing
e)provision of early years childcare and primary education facilities, and
f) would any harm by reason of inappropriateness and any other harm, if so found, be clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify it.
