The proposed development is described as outline planning permission for development of the site for 18 dwellings including details of access, layout and scale with all other matters reserved.
The application Ref 2017/0869/OUT, dated 17th August 2017 was refused by notice dated 7th November 2018.
The appeal is made by Lilford 2005 Limited against the decision of West Lancashire Borough Council.
The main issue is the effect of the development on the setting of the Listed Building, Toppings Farmhouse, and whether the development would preserve or enhance the character or appearance of the Plox Brown Conservation Area
