Accordingly, for the reasons given below, the Secretary of State disagrees with the Inspector’s recommendations. He hereby dismisses the clients’ appeal and refuses outline planning permission for 120 dwellings, community facility/office space, care home and retail units, with primary access off the B2118 (London Road), in accordance with application No 12/01540/OUT dated 27 April 2012.
